These provisions apply to civil unmanned aircraft with a Maximum Takeoff Weight of 250 grams or more within the territory of the People’s Republic of China.
After August 31, 2017, if civil unmanned aircraft owners fail to implement real-name registration and affix the registration mark in accordance with these provisions, their actions shall be deemed illegal violations of regulations, and the use of their unmanned aircraft will be affected. Regulatory authorities will impose penalties in accordance with relevant regulations.
Civil unmanned aircraft refers to aircraft that do not have an on-board pilot, are equipped with their own flight control system, and engage in non-military, police, or customs flight tasks. This does not include aircraft models, unmanned free balloons, and tethered balloons.
Civil Unmanned Aircraft Manufacturers Shall fill in the product name, model, Maximum Takeoff Weight, empty weight, product type, and the purchaser’s name and mobile phone number in the “Unmanned Aircraft Real-Name Registration System”; On the conspicuous position of the product’s outer packaging and in the product manual, remind the owner to conduct real-name registration in the “Unmanned Aircraft Real-Name Registration System” and warn of the dangers of flying without registration; Provide self-adhesive printing paper with the product for the owner to print the “Unmanned Aircraft Registration Mark”.
Civil Unmanned Aircraft Owners Shall conduct real-name registration in the “Unmanned Aircraft Real-Name Registration System”; Affix the registration mark on the unmanned aircraft they own; Update the unmanned aircraft information in the “Unmanned Aircraft Real-Name Registration System” after the transfer of ownership.
Registration Information for Individual Civil Unmanned Aircraft Owners The information registered by individual civil unmanned aircraft owners in the “Unmanned Aircraft Real-Name Registration System” includes: (1) Owner’s name; (2) Valid ID number (e.g., ID card number, passport number, etc.); (3) Mobile phone number and email address; (4) Product model and product serial number; (5) Purpose of use.
Registration Information for Entity Civil Unmanned Aircraft Owners The information registered by entity civil unmanned aircraft owners in the “Unmanned Aircraft Real-Name Registration System” includes: (1) Entity name; (2) Unified Social Credit Code or Organization Code, etc.; (3) Mobile phone number and email address; (4) Product model and product serial number; (5) Purpose of use.
The civil unmanned aircraft registration mark includes a registration number and a registration QR code. After the civil unmanned aircraft owner completes the information filling in the “Unmanned Aircraft Real-Name Registration System”, the system automatically generates a registration mark image containing the registration number and QR code and sends it to the registered email address.
The civil unmanned aircraft registration number consists of 11 characters in two parts: The first three characters are the letters UAS, followed by 8 Arabic digits, using a serial number format, ranging from 00000001 to 99999999. For example, registration number UAS00000003.
Upon receiving the registration mark image containing the registration number and QR code provided by the system, the civil unmanned aircraft owner shall print it as a self-adhesive sticker of at least 2 cm by 2 cm.
The civil unmanned aircraft owner shall affix the registration mark image to a part of the unmanned aircraft that is not easily damaged using a durable method, ensuring it is always clearly legible and easy to check. “Easy to check” means the registration mark is attached to a component that can be viewed without the aid of any tools.
In the event of a sale, transfer, destruction, scrapping, loss, or theft of a civil unmanned aircraft, the owner shall promptly cancel the information of the unmanned aircraft through the “Unmanned Aircraft Real-Name Registration System”.
After the ownership of a civil unmanned aircraft is transferred, the new owner must register the information of the civil unmanned aircraft with their real name in accordance with the requirements of these provisions.
